Austin, Texas, July 20 -- The Naval Facilities Command, on behalf of the Department of Defense, has published the update to UFC 4-023-03, "Design of Structures to Resist Progressive Collapse." Available for download on the National Institute of Building Sciences "Whole Building Design Guide" web site, the document is a comprehensive update to the guidance published in 2005.
A two-year effort led by Dr. David Stevens of Protection Engineering Consultants has resulted in guidance linked to both existing DoD design standards (UFC 3-310-01, "Structural Load Data") and consensus based industry standards (ASCE 41-06, "Seismic Rehabilitation of Existing Buildings." The guide now offers mechanistically appropriate “tie-force” design methods as well as revised "alternate path" approaches that enable linear static (LS), non-linear static (NLS) or non-linear dynamic (NLD) approaches to be used effectively and efficiently. NAVFAC and PEC conducting DoD and DoD contractor training courses through 2009 in Virginia Beach, San Diego and Honolulu.
