Significant Changes to Progressive Collapse Design Requirements for Military Facilities

With UFC 3-301-01 Change 6 now in effect (January 30, 2026), Military and Federal construction projects must transition to the new ASCE 76-23 Standard for Mitigation of Disproportionate Collapse Potential in Buildings and Other Structures, replacing the legacy UFC 4-023-03 provisions.

While ASCE 76-23 is now adopted for use, important UFC-specific modifications still apply, making implementation more nuanced than a direct standards swap. For AE and structural engineering teams supporting military installations, this shift may have important implications for both new designs and existing facility upgrades.

At PEC, we have a history of supporting applied research and criteria development related to progressive collapse and were key contributors to the development of the original UFC 4-023-03, which helped establish the foundation for today’s ASCE 76-23 methodology. We have continued our support and involvement in this important area of protective design as active members of ASCE 76 and are now supporting AE partners in navigating the transition, helping interpret requirements, and efficiently implementing disproportionate collapse provisions for Military and Federal facilities.
